Mosaic Partnership Board of Trustees
The Mosaic Partnership Trust Board is the accountable body for the Trust. It is ultimately accountable to Trust Members for all aspects of administering and controlling the Trust and in doing so it must comply with and ensure compliance with the Articles of Association and other legal frameworks including relevant statutory guidance. While remaining ultimately accountable to Members, the Trust Board is expected to focus its efforts on the three key roles of:
- Ensuring clarity of vision, ethos and strategic direction
- Holding executive leaders to account for the quality of education across the Trust and the effective growth of staff as educational professionals
- Overseeing the financial performance of the Trust and making sure its money is well spent
For ease of reference, key matters specifically retained by the full Trust Board include:
- Recommending the appointment/removal of Trustees in line with the Articles of Association
- Agreeing the Trust statements of vision and principles/ethos, key strategic priorities and the strategic intent of the Trust’s curriculum approach with Headteachers and Academy Community Councils (ACC)
- Approval of the annual budget/3-year plan and any individual expenditure in excess of the approval limits set out in the financial regulations policy document
- Approval of the Trust Strategic Plans, Frameworks, Matrices and Strategy Related Papers
- Approval of the Trust Estates Strategy and Capital Asset Management Plan
- Approving the admission of any schools to the Trust (subject to any Regional Director/DfE direction)
- Approval of the annual accounts
- Appointment of the Chief Executive Officer (CEO) and pay arrangements of the CEO, Chief Finance and Operations Officer (CFOO) and Director of Education (DOE)
- Defining the governance framework determining how the Board and its committees function
- Arrangements for Trust Board self-evaluation including skills matrices, training and development
- Approval of the Trust Policy Matrix and approval of all statutory policies including safeguarding and child protection; health and safety (including first aid).
There are three main committees within the Mosaic Partnership Trust Board:
- Quality of Education Committee (QEC)
- Finance and Resources Committee – includes Executive pay (FRC)
- Audit and Risk Committee (ARC)

Jo Willis
Safeguarding Trustee
Jo Willis brings a variety of experience in education and governance to her role as Foundation Trustee.
A former primary school teacher, Jo has deep understanding of classroom practice and the educational challenges facing schools today.
She previously served as Vice Chair of Governors at a maintained primary school, gaining valuable strategic oversight experience and expertise in balancing educational excellence with Christian distinctiveness.
Jo’s commitment to community service is demonstrated through her work as Deputy Coordinator of a night shelter in Bristol, reinforcing her dedication to serving vulnerable communities.
As a committed Christian and experienced educational leader, Jo provides valuable insight into ensuring our Trust maintains its Christian vision while delivering outstanding outcomes for all pupils across our schools.
Huw Evans
Chair of Trustees
Huw Evans has worked in education for over forty years and is currently an independent education consultant supporting schools. His career has included headship, Lead School Improvement Officer for a Local authority, Ofsted inspector, Maths lecturer and a Maths consultant.
He has co-authored a book ‘Thinking it through’ and recently contributed to the book ‘On the subject of values… and the Values of Subjects’. He has never lost the joy of supporting pupils with their learning either directly or through working with teachers and leaders.
With a qualification in Special Needs Education, he has always been particularly interested in working with all children in removing barriers to their learning.
He has worked for a charity whose focus was on improving the outcomes of vulnerable pupils. He currently serves as a member and separately as a director of two other Trusts.
Sarah Lovell
Trustee
Sarah Lovell is the Chief Operating Officer of the Cabot Learning Federation, a multi academy trust in the Southwest serving 12,500 pupils. Sarah has been COO since January 2022 and is responsible for all operational areas outside of education delivery such as finance, estates, governance, HR, and compliance. This includes leading the professional services directors and their teams who are based both in the centre and within academies who provide support, advice, and challenge in their areas of expertise across the Trust.
Sarah is a fellow and qualified ACCA accountant with over fifteen years of financial experience in both the public and private sectors. From 2017 to 2021, Sarah was the Finance Director for the CLF and retains the role of Chief Finance Officer.
Sarah joined CLF in 2014, having previously worked in the legal and IT sectors in various roles from Finance Manager to Financial Controller including 3 years as Financial Controller at Stone King LLP. Sarah has actively contributed to good governance having previously been chair of the South Gloucestershire Schools Forum for 3 years until stepping down in August 2022 and is currently chair of Bristol Schools Forum.
Caroline Jowett-Ive

Since April 2021 Caroline has been Bristol Diocese Director of People and Safeguarding, Equality, Diversity, and Inclusion. She holds the role of Deputy CEO/Diocesan Secretary and is a member of the Bishop’s Staff Senior Leadership Team.
Prior to this she held global HR leadership roles in multi-national commercial organisations. She has a MA in Human Resource Management.
She has been an active member of her Parish Church in Stoke Bishop, Bristol for 30 years and is currently a Church Warden, Trustee, and the Chair of the Mission Committee. She is also Trustee of the Bristol Archdeaconry Charity and advises other local organisations on employment and related matters.
She is a Pioneer of Prostate Cancer UK supporting them through fund and awareness raising and is a committed volunteer and supporter of the charity Shining Faces in India, providing food, shelter, healthcare, and education to orphans in Southern India.
Catherine Bailhache

Catherine is passionate about building innovative partnerships and deepening collaboration within and across networks and communities to drive change and performance improvements. She has 20+ years experience of working with senior leaders in the Education & Sustainability sectors, helping grow alliances, facilitate groups and build lasting networks where change and value-creation can occur.
As Director of Partnership Development at Challenge Partners, she led a team to extend the organisation’s reach and impact across the UK, growing a National Network of Excellence in order that more schools and pupils benefit from sharing leading practice across the network of over 550+ schools and 100 trusts.
She is experienced in strategic planning, partnership building and product innovation and has skills in business development, multi-stakeholder engagement, facilitation, training for leadership development and relationship management.
Andrew Mortimer

Andrew is an experienced Solicitor and Partner in Stone King LLP Trusts and Estates Team. He advises mainly on Wills, estate planning and inheritance tax planning for individuals, the drafting of trusts and supplemental trust deeds and issues affecting trusts and also landed estates. He acts as Trustee of various Trusts and Estates and also practices as a Notary Public. He had served on the Governing Body at Neston Primary School in Wiltshire for a number of years before stepping back in April 2024.
He is a regular Church goer and enjoys gardening, sport and music in his spare time.
He brings a wealth of legal expertise to the Trust with an interest in areas such as audit, risk, finance and compliance.
David Haydon

David Haydon has a long history as Board Director and CEO within Plc and Private Equity complex, multi-site, people-centered businesses, including notable roles as Managing Director of Homebase Plc and Board Director of Nobia AB owner of Magnet Kitchens and other businesses in the UK. David has a career history in Finance, Digital Transformation, and Commercial Optimisation in the UK, and international markets across Europe, Asia, and Australia.
David has been recognised for delivering winning strategies around diversity and inclusion and has championed organizational sustainability in his corporate career.
David holds qualifications in Accountancy, Strategy, and Governance.
David is passionate about education and has lived experience around the importance of inclusion in early education.
Gillian Pratt

Gillian served on the Governing Body and ACC at Neston Primary School for many years, including for most of the time as Chair, before stepping back to join the Trust in 2025.
In her spare time Gillian teaches Iyengar yoga and enjoys sailing and travel.
